Untuk mencapai hal ini, Presiden menyatakan perlunya memiliki tolok ukur yang jelas dan sistem apresiasi yang transparan untuk setiap pekerjaan yang dilakukan.
“Sekretaris Daerah provinsi, kabupaten, dan kota, serta pejabat tinggi di kementerian dan lembaga memiliki tugas ini. Saya sudah sering menyampaikan kepada Menteri Pendayagunaan Aparatur Negara dan Reformasi Birokrasi (MenPANRB) bahwa kita perlu memiliki tolok ukur yang jelas dan sistem reward yang transparan. Orientasi kerja kita harus terukur, dan tidak boleh sampai terjebak dalam rutinitas tanpa makna,” kata Presiden saat membuka Rapat Kerja Nasional Korps Pegawai Republik Indonesia (KORPRI) Tahun 2023 di Hotel Mercure Ancol, Jakarta, pada Selasa, 3 Oktober 2023.
Lebih lanjut, Presiden mengungkapkan bahwa tolok ukur tersebut harus berfokus pada tujuan pemerintah, seperti pertumbuhan ekonomi nasional, pengendalian inflasi, dan pengentasan kemiskinan. Dengan adanya tolok ukur ini, Presiden berharap ASN akan lebih terarah dalam bekerja.
“Kita membutuhkan perubahan nyata, tidak hanya terperangkap dalam rutinitas harian dan prosedur-prosedur yang membosankan. Hal ini harus dirumuskan oleh MenPAN setelah Undang-Undang ASN disahkan, sehingga kita bisa beradaptasi dengan perubahan yang begitu cepat di dunia saat ini,” jelasnya.
Selain menekankan pentingnya ekosistem kerja, Presiden juga berpendapat bahwa karakter sumber daya manusia (SDM) dalam ASN perlu mengalami perubahan. Dia mendorong para ASN untuk menjadi lebih adaptif dan inovatif dalam menghadapi perubahan situasi global yang berlangsung sangat cepat.
“Kita perlu mengurangi regulasi yang kaku seperti undang-undang, peraturan menteri, dan peraturan daerah, serta memberikan lebih banyak fleksibilitas karena dunia ini bergerak dengan sangat cepat,” tambahnya.
Presiden juga mendorong para ASN untuk terus memantau perkembangan teknologi digital. Selain itu, dia menekankan pentingnya kolaborasi antara kementerian dan lembaga agar dapat bergerak menuju tujuan yang sama.
“Saya telah berupaya mengelola kementerian-kementerian yang seringkali memiliki kepentingan sektoral agar dapat bersinergi dan berkolaborasi menuju satu tujuan yang jelas,” tandasnya.
